New Development on SCA Contracts

Previously, employees of federal contractors on SCA contracts had a “right of first refusal” to retain their positions in the event of a change in contractor employers. That language was incorporated into the contracts. Now, however, Contracting Officers (COs) are being given discretion regarding the retention of individuals. i.e., they may or may not retain that language in new contracts.
